Yes. RecyclicTech accepts a US laptop as an international prepaid parcel. This is not Compudopt, not Goodwill, not a 501(c)(3). The inbound address is in Romania.
Data law
NIST SP 800-88 is a US standard RecyclicTech follows on arrival. It is not an IRS determination. Export of a used laptop is the sender’s customs declaration on the carrier form.

USD. USPS/UPS/DHL as Shippo quotes. Lithium-ion may block some USPS products — pick the rate that allows a notebook.
Battery
UN3481. No swollen cells. The US carrier, not RecyclicTech, sets whether a laptop battery can fly.
Tax
